The occupational dose

An athlete's biggest week is a builder's ordinary one. The arithmetic of repeated daily exposure across a working life is a different order of problem.

The short answer

Recreational sport produces intermittent exposure on chosen days. Outdoor work produces exposure every working day of a season, in the same postures, on the same surfaces, for a working life. The totals are not comparable, and because the pattern is repetitive rather than occasional, the response has to be structural rather than dependent on individual vigilance each day.

A committed amateur cyclist might do eight or ten hours a week outdoors in summer and think of themselves as heavily exposed. A roofer, a groundworker, a farm worker or a highways operative does that before Wednesday, every week, from March to October, for forty years. The two situations are not different points on the same scale. They are different problems.

This matters because almost all sun protection messaging is built around the occasional case: the holiday, the heatwave, the day at the beach. It is aimed at people who are unusually exposed on an unusual day. It is not designed for someone whose ordinary Tuesday in April involves seven hours on an open site, and it does not scale to them.

The last row is the important one. In sport, a mistake is a single bad afternoon. At work, a gap in the plan is not one event. It is the same unprotected surface, in the same posture, at the same hours, every working day of a season. If the back of the neck is uncovered on a Monday it is uncovered every Monday, and the total accumulates in a way that no single day ever announces.

Why individual measures do not scale

Ask somebody to apply sunscreen once before a bike ride and it is a reasonable request. Ask somebody to apply it correctly to every exposed surface, four times a day, for two hundred working days a year, in work gloves, on a site with nowhere to wash their hands, while wearing a hard hat that cannot come off, and the request has stopped being reasonable. It will not happen, and a plan built on it is a plan that has decided to fail.

This is the ordinary logic of the hierarchy of control and it is why occupational health guidance puts personal measures last everywhere, not just here. Measures that depend on individual vigilance repeated hundreds of times degrade. Measures built into how work is organised do not.

The groups most affected

The pattern is strongest wherever work is outdoors, static or repetitive, and unavoidable in summer. Construction and groundworks, roofing, highways and utilities, agriculture and horticulture, forestry, grounds maintenance, refuse collection, postal and parcel delivery, railway maintenance, outdoor instruction and coaching, and marine and dockside work all qualify.

IOSH has run a long-running campaign on occupational cancer, No Time to Lose, which includes solar radiation among the exposures it addresses for outdoor workers. It exists precisely because this is a cumulative occupational exposure rather than a lifestyle question, and because the sectors involved had not historically treated it as one.

Not immersion

Advice aimed at outdoor workers is sometimes borrowed wholesale from leisure contexts, complete with references to swimming and water.

A working shift has no immersion event, no towelling, and no natural stopping point. What it has is eight hours, heavy equipment creating friction lines that cannot be removed, and the same pattern repeated tomorrow. Nothing in leisure guidance addresses any of that.

What actually reduces a seasonal total

  1. Task scheduling. Moving the most exposed tasks away from the peak hours where the programme allows reduces the total for everybody on the job without anybody having to remember anything.
  2. Rotation. Alternating staff between exposed and sheltered tasks spreads a total that would otherwise fall entirely on the same people.
  3. Shade at break areas. Breaks are a third of the daylight hours in some jobs and are frequently taken sitting in the sun because there is nowhere else.
  4. Kit specification. Long sleeves and neck coverage as standard, in fabric suitable for heat, removes a daily decision from every individual.
  5. Provision. Sunscreen and lip products available on site at no cost, restocked, and located where people actually are.
  6. A seasonal review. What burned, what was removed because it was too hot, what nobody used and why.
Where to take a health question

Cancer Research UK and the British Association of Dermatologists publish plain guidance on what to look out for, and anything that concerns you is a matter for a GP. Occupational health services, where an employer provides one, are also a route.

For the individual worker

None of this removes what you can do yourself, and some of it is genuinely worth doing: wear the sleeves, use the neck flap, keep a lip product in a pocket, take breaks in whatever shade exists. But recognise the arithmetic. Your exposure is set by how the work is organised far more than by what you do at seven in the morning, and the highest-value action available to you may be to raise it with a supervisor or a safety representative rather than to try harder on your own.

Questions

How does outdoor work compare with sport for sun exposure?

They are different in kind rather than degree. Sport is intermittent, chosen and usually movable. Work is daily, fixed and repeated across a whole season and a whole career, in the same postures and on the same surfaces. The totals are not comparable and neither are the appropriate responses.

Why is sunscreen not enough for outdoor workers?

Because it depends on correct application repeated several times a day, across hundreds of working days, under conditions that make it difficult, and it fails silently when it does not happen. That is why occupational guidance places personal measures last, after scheduling, shade and clothing.

Which jobs are most affected?

Any job that puts someone outdoors for most of a working day through the warm half of the year: construction, roofing, groundworks, highways, utilities, agriculture, horticulture, forestry, grounds maintenance, refuse collection, delivery, rail maintenance, outdoor instruction and coaching.

What is the single most effective change for an employer?

Usually scheduling and shade, because both reduce exposure for everybody at once without depending on individual behaviour. Kit specification is close behind, provided the kit is genuinely bearable in hot weather, because unsuitable kit is removed and then protects nobody.

Is this recognised as an occupational issue in the UK?

Yes. The Health and Safety Executive publishes guidance for employers of outdoor workers on sun protection, and IOSH includes solar radiation in its No Time to Lose occupational cancer campaign.
